The canonical yet convoluted explanation is at https://wiki.debian.org/BuildProfileSpec
(search for the "nocheck" keyword). Simply speaking, marking a build-dependency like this
means that this dependency is not used when post-build tests are not to be executed.
(That is, this build-dep is only used in post-build tests and nothing else.)
