I would like to support xemacs with verilog-mode, in the future.
However xemacs-mule package is not installable, today. Indeed,
http://www.xemacs.org seems like shutdown...
I think I should use dh_elpa if the Debian system will drop supporting xemacs.

I miss-understand that. It's fixed at latest repo.

The elpa-rust-mode has following lines:
Vcs-Git: https://anonscm.debian.org/git/pkg-emacsen/pkg/rust-mode.git
Vcs-Browser: https://anonscm.debian.org/cgit/pkg-emacsen/pkg/rust-mode.git/
Then I wrote following lines at debian/control in the repo:
Vcs-Git: https://anonscm.debian.org/git/pkg-emacsen/pkg/verilog-mode.git
Vcs-Browser: https://anonscm.debian.org/cgit/pkg-emacsen/pkg/verilog-mode.git/
