What Lintian is trying to do (maybe not phrased as well as possible) is to
prod you into providing some explanation for how you know that.  This is a
very unusual situation for a work to be in, so ftp-master needs to be able
to verify this somehow.  It saves them a lot of time if you can include
the details of how you know this in the license paragraph, or at least
somewhere in debian/copyright (a Comment field or whatever).
