That's merely an assertion. The policy for declaring “public-domain”
specifies that the paragraph needs to contain the *justification* for
that assertion.

In other words, you need to put a verifiable explanation of why this
work in particular is explicitly exempt from copyright. Enough
information that others (e.g. the FTP master team) can verify the
assertion is true.
