If you would have tried the command from my previous e-mail, you would
have seen that this is not true. In the previous version of the package,
we install upstream NEWS file as /usr/share/doc/chrony/changelog.gz

$ debdiff chrony_1.31.1-1_amd64.changes chrony_1.31.1-2_amd64.changes
[The following lists of changes regard files as different if they have
different names, permissions or owners.]

Files in second .changes but not in first
-----------------------------------------
-rw-r--r--  root/root   /usr/share/doc/chrony/NEWS.Debian.gz

Files in first .changes but not in second
-----------------------------------------
-rw-r--r--  root/root   /usr/share/doc/chrony/changelog.gz

Control files: lines which differ (wdiff format)

Installed-Size: [-725-] {+719+}
Version: [-1.31.1-1-] {+1.31.1-2+}

As I would call this a regression, I rather have it fixed in our current
upload. And I think we made a good choice in the past to actually use
the NEWS file as changelog file.
