I'm not a DD, so I can't sponsor your package, but here are some things
I've noticed:

* You've accidentally made a native package, but this software has an
upstream and is not solely developed for Debian. Replace the contents of
d/source/format with "3.0 (quilt)" and create a .orig.tar.xz file.

* d/changelog records only Debian-specific changes, not upstream changes.

* The way you've done versioning upstream is likely to be incompatible
with Debian's way of versioning. In Debian, everything after the dash
(-) is seen as a Debian-specific revision. It would make more sense to
call your upstream version 1.0.3, and make the Debian version 1.0.3-1
