do we imagine something more decentrallize where we can imaging thaht an
institutA has an instance of this PPA want to work with intitutB whcih already has another instance.
it should be easy to merge InstanceA + instance B.
maybe the new system should use a P2P protocol to share the ressources between instittus.
Let's imagine that you download a virtual machine start it and it become a new buildd instance. which only need to be connected to a master controller.
Is this kind of things discusses in the design ?
