As someone who had recently learnt packaging myself, it would be well
worth you taking a look at the following page [1].
In particular the New Maintainers Guide is very useful, as is Lucas'
Packaging Tutorial.
Moving on from them you'll want to get a basic understanding of the
Debian Policy [2].
Also if you want information on what the particular Debhelper commands
do... Best bet is to look at there repsective manpages.
