changes like this are unacceptable for NMUs. Please realize, a NMU is a
severe intrusion into someone else's domain. Thus, we do NMUs only when
absolutely necessary and keep changes changes. This includes
minimalistic changes only, typically fixing an release critical bug. In
particular the packaging style, cosmetic things and minor quirks should
not be fixed. Please see [1] for further discussions on that.
Having that said, I do not see any change in your proposed package which
would justify a NMU. #647094 is a wishlist bug, filed not /so/ long ago
and everything else you changed seems unacceptable for a NMU.
As Stefano says, your work is just fine as a regular team upload. Please
contact the Debian-Python team and join it. I'm sure they will
appreciate your efforts, but that's up to them to decide based on local
policies which changes you made suit their requirements.
