If you want to take over packaging in future the package please file an

Whatever you prefer. Using pbuilder is a good idea though since you can
verify by using it whether your package builds cleanly and you set build
dependencies right. I use it first of all to test installation/upgrade
of packages (i.e. maintainer scripts).

You are not restricted to a particular tool by the way, you can use
either one and switch whenever you want. Since your (future) package is
versioned in SVN you probably want to use svn-buildpackage as well.
