For the mp3/flv stuff you are missing the option of porting to HTML5
or using <embed> and relying on browser media plugins.

Change the Section lines in debian/control to contrib/<section>

You probably want to keep moodle in main and the Flash files in
contrib. To do that you need to create 3 source packages. Firstly, a
normal moodle one in main with the flash removed. Secondly, one in
contrib with all the DFSG-free flash files. Thirdly, one in non-free
with all the non-free but distributable flash filese.
