+dfsg extension meaning and reference docs ?

Hi.

I cannot manage to find the reference docs that would explain the
rationale and requirements on upstream sources to be repackaged in
source packages with the +dfsg extension.

Any pointer to authoritative docs ?

P.S.: my concern is with files that are non-free according to DFSG,
present in upstream tarball, but that are not present in binary
packages... what should be done ?
