RFS: libtorrent-rasterbar and qBittorrent (updated)

Dear mentors,

I updated these two packages to build against Boost library version
1.35.0. It required a patch for the library, a lot of work to merge and
integrate upstream svn changes. These are packages descriptions, for
completeness.

-----

* Package name    : libtorrent-rasterbar
  Version         : 0.13-1
  Upstream Author : Arvid Norberg <arvid@rasterbar.com>
* URL             : http://www.rasterbar.com/products/libtorrent/index.html
* License         : BSD
  Section         : libs

It builds these binary packages:
libtorrent-rasterbar-0.13 - efficient C++ bittorrent library
libtorrent-rasterbar-0.13-dev - efficient C++ bittorrent library
(development files)
libtorrent-rasterbar-0.13-doc - efficient C++ bittorrent library
(documentation)

The upload would fix these bugs: 402462
