Get the right locale



Hello,

currently I try to write some patches for programs in Debian and I have
the need to find an availlable locale and ask here if such function
already exist (I do not like to reinvent the wheel).

E.g.:

We have "/usr/share/locale" and "/usr/share/man" which CAN contain
languages like "de" or "de_DE".

If the user has "de_DE.UTF-8" or "de_DE@euro" or "de_DE" I have the need
to find the right match...

    de_DE => de => C

Must I code this pig myself or is there already a function?
