Normally, when this happens the buildd admin puts the package into a
dep-wait state which means pretty much what it says.  See
http://www.debian.org/devel/buildd/wanna-build-states for more info.

That doesn't seem to have happened in this case though...  Try mailing
the appropriate buildd admins at $arch@buildd.debian.org.
