Any chance that this will be changed for lenny? If build-arch and
build-indep are optional and there is no reliable way to find out
whether these targets exist, what's the use? The logic behind it looks
flawed to me (in particular in combination with Build-Depends-Indep).

Which is basically the same as moving the build-indep stuff to
binary-indep, and the build-arch stuff to build. Not nice, but maybe
worth the effort if build-indep takes much time.

On the other side, policy says that build should depend on build-arch
and build-indep (ok, just a "should" not a "must").
