Alioth is for (often collaboratively maintained) projects, I guess
there's no registered festival-te project there. More information on
the front page at http://alioth.debian.org/
You can upload your packages either to some webspace of your own or
you can user http://mentors.debian.net/ - see the "Introduction for
Maintainers" there.
