RFS: tcng (adopting)

Whee!?

I'm looking for a sponsor for tcng, another package of Matthias Urlichs
that I'm adopting.

This upload fixes two unreported RC issues, introduces a new major
upstream release and fixes 5 of 6 bugs in the BTS.

RC bugs:
* FTBFS outside pbuilder
* conflict for the binary name "tcc", also found in the package
  "tcc"; it's RC per Policy 10.1.  The upstream renamed the binary
  to "tcng", so no arbitration against "tcc" is needed.


The package is foo-clean.
