RFS: hashalot (adopting)

Whee!?

I'm adopting "hashalot", one of the packages Matthias Urlichs recently
gave away.  He doesn't have the time nowadays, so it would be nice if
someone could sponsor this package.

It's a simple package with straightforward packaging.

My changes:
* a cleanup of debian/rules
* AM_MAINTAINER_MODE instead of touch-fu
* a cleanup of debian/copyright
  - FSF's address
  - removed info related to cryptsetup, it has its own package these days
* enabled the testsuite on non-cross builds

The package is foo-clean, of course.
