I'd say (a).  Manual pages are typically documentation for specific
commands.  That's not so say that you might not *also* write an x-package.7
manpage describing the system as a whole, if the package contains several
binaries, and especially if it has it's own conceptual space.  See
debhelper(7) and dpatch(7) for examples.
