Well, because it has a lot of noise, with minor changes to files that
are not interesting for those that do not download the source package.
The NEWS file, on the other hand, just lists the actual compound
changes between releases.

I could do that, but then I would need to rename the regular changelog
to something else. Hmmm, perhaps have a
/usr/share/doc/.../source-changelog in addition to the
/Usr/share/doc/.../changelog that actually is the program changes.
