Have a look at the output of dpkg-deb -c <your deb file>.  Do you see
the manpage there?  It should be in /usr/share/man/man[1-8]/.  Are you
sure that the manpage has a correct .TH line and has the same name as
the binary?  Have you matched every binary in /[s]bin, /usr/[s]bin,
/usr/X11R6/[s]bin and /usr/games to a manpage?  (Use the output of
dpkg-deb -c for this.)
