Yes.  dinstall (or katie) is like wanna-build; ``packaging it''
(i.e. simply putting the relevant files into a .deb) is trivial but
actually _packaging_ it into a real, useful, working .deb isn't.
Worse yet, the most obvious people to package it (authors and/or
people using it a) all have working, existent setups and so no
particular need for a package, b) are usually busy because
ftpmaster/porters tend to have lots of other (usually more important
ITO) things to do.

*shrug* patches always welcome, etc. blah blah.
