I already have a local bladeenc package myself, it wasn't long ago when I asked about this same package here, and well, it seems there's a problem with this kind of software. Have a look at the WNPP pages in the Debian pages (developer section, "help wanted" link). There's an issue with a patent, or whatever that makes this unpkgeable.
