Net sounds right.  X11 is mainly being used for core X items -- wm's, terms,
etc.

if the binary links with a lib, it must be in the depends.  Either provide one
bloated package, or several with differing depends i.e. gmoo-gnome and gmoo. 
Kinda like vim or xchat.
