Simply, make this libaspell.so go into the libaspell-dev package.
How to do it "the right way" I don't know, but simple rming and lning
would do the trick.

Was it .0.26.2 before?

I think that this should be:
libaspell 0 libaspell0

Check for the debian/tmp/DEBIAN/shlibs file in the build directory,
after the building process.
Maybe just call dh_makeshlibs in debian/rules?
