bedops FTBFS on mipsel (was: Bug#982965: bedops: reduce Build-Depends)

Hi,

Some builds of bedops are being stopped for 'inactivity' or running out of
memory.[1]

I pushed a few commits into a branch "buildflags".[2] They turn a
"make -j8" to whatever -jX the build admins have set, as well as
do the compilation with -O2 rather than -O3. Consider merging the changes
to master and uploading, it should make the build less intensive and
there may be better chances to get it built.
