I can not see in how far the currently used license can help here and I
do not think that we should at this point "speculate" about possible
reasons for the license.  This might be done in response to some
arguments from the author.

Just for the sake of providing some information I added a link to the
Debian popcon page for phylip in the "Further reading" section - could
anybody do so for Ubuntu (I did not found the relevant page).

I'd also leave this to further discussion if you ask me - feel free to add
this to the e-petition if you think this should be done.
