Well, I suggested several times a possible solution, last time I
explained my suggestion here:

You know, it's Free Software - just find (pay?) somebody who implements
the suggestion and provides the code with a stripped down database to
the free parts and makes other data available by other ways of
distribution.  Should be about half a day of coding maximum for a C++
programmer and needs some understanding of the process in which
master.db was created including carefully checking the licenses (another
two days?).
