I had the same conclusion and pushed this:

Well, protobuf in unstable broke java policy:

There is a hack in debian/rules so netcdf 4.3 can now be build in
debian unstable hurray !

What is left to do, is go over each file, and check all possible
license. I found some apache license for examples.
