RM: colt -- RoM, no rdepends

Hi friendly FTP master,

Please remove colt and libcolt-java. Its only reverse dependency was
igv, and igv no longer depends on libcolt-java.

Hi Charles,

Should it be uploaded to say experimental, so that in the future if
somebody needs it again, they won't repackage it from scratch?
