Bug#1059731: Mate keyboard indicator won't cycle layout

When keyboard layout selection list is set from terminal (I used "setxkbmap -layout eu,epo,latam, -option 'grp:shifts_toggle,lv3:alt_switch'" but did not test other combinations), the indicator applet's keyboard layout indicator no longer works as a button to click to cycle through the layouts, although macros set to do so still function. I suspect it is related to systemd only because when I migrated my system to Devuan (and switched to sysvinit), this function returned. I have however, kept a clone of both my boot and root partitions before the migration, and ran apt upgrade right before making these clones.
I have been running the script to set the layout list as a startup script 50 seconds from boot, but this issue still applied before that. Additionally, the older kernels (inclusively) since 6.1.0-12-amd64 did not seem to have any effect on this issue. In addition to the typical package information, I have included systemd as it appears related, as well as several x11 packages because the command is from x11-xkb-utils.
