The file COPYING contains the license LGPL-2.1
(and at the end a usage _sample_ of how to express LGPL-2.1+).

(which arguably the mere existence of such file is no evidence of,
but that is a different matter),
the licensing is therefore LGPL-2.1 (not LGPL-2.1+).
