Bug#895788: mate-desktop-environment: Make more broad metapackages and reverse dependencies

Some packages that may be useful to MATE users, like `mate-tweak` and
`mate-menu`, don't have any reverse dependencies and must be marked
manually installed for those users that want them. I think that it
would be more appropriate for these packages to be suggested by
`mate-desktop-environment-extras` so that they can be marked automatically
installed for as long as the metapackage is.
Furthermore, I think it would be appropriate for `mate-desktop-environment`
to suggest `mate-desktop-environment-extras`; I'd appreciate that.
