(semi-)automatic unclaim of packages with more than 2 weeks of inactivity (and missing DLAs on www.do)

hi,

today no package was unclaimed for LTS and one for ELTS:
- ceph (Markus Koschany)

(looking at data/ela-needed.txt it's unclear to me why ceph is claimed at
 all... -> please update the note to make that clear...)


Noone claimed too many packages and the same as last week and all DLAs which
have been reserved >24h ago have been published, yay.
