This update should happen via -pu, IIUC. The cycle should roughly be:
sid -> (after migration to testing) buster-pu -> stretch-security ->
jessie-security.
Either the maintainer does the -pu or we do. If we're the ones doing
it, then this should be at least discussed with the maintainer.
