(semi-)automatic unclaim of packages with more than 2 weeks of inactivity (and missing DLAs on www.do)

today, one package was unclaimed for LTS:

- python3.5 (Thorsten Alteholz)

and one for ELTS:

- phpmyadmin (Emilio)

Then, noone claimed 4 packages or more. And also no DLA has been reserved but
not yet published.
