Bug#701788: live-config: sudo config script breaks when live-config.username=root

I want the live image to use the root user by default so I have
configured "username=root" on the kernel command line.

But this breaks /lib/live/config/0040-sudo because
it will try to create /home/root/.su-to-rootrc but /home/root
doesn't exist.

The script should probably be entirely disabled when username=root
because it doesn't serve any purpose in that case. root already has
root rights :)
