It might be best to just configure as you want in a running session
then make a copy of the settings files already configured put them in
the /etc/skel folder.

If you are talking about live-config.hooks= , then yes you could use
hooks and say keep the /etc/skel on some www server and rsync in to
the system, or something similar.
