That depends :-)
If you are building a live system with live-helper, you'd append
--syslinux-timeout 20
(as Tzafrir said) to the list of options of lh-config.
If you are in front of a finished live system, you'd have to look for a
file "syslinux.cfg" somewhere in the root (FAT) file system where the
debian-live --uh-- lives. There you can set the timeout parameter. See
