yes.
local packages means local packages only available in the
chroot_local-packages directory, not in any (remote) repository.
packages means packages available in any repository, either debian or
third party configured through chroot_sources mechanism.
same symantics with hooks (/usr/share/live-helper/hooks) and local hooks
(chroot_local-hooks).
