/var/cache/apt empty?

I have this problem in my build process whereby the Package grub could
not be found. In fact any package after investigating inside the
chroot. I think /var/cache/apt must have been nuked somewhere around
lh_binary_local-includes.

Workaround I found was to throw in a `apt-get update`.
