Bug#998115: lintian: false positive: "unknown-field Description" in source package

FTR, the dpkg maintainers pointed me to #555743 - so I think this "just"
needs some Policy massaging.
I filed #998165 on that regard, I guess you can follow that (but be
aware it will likely take a while).
