Bug#978144: lintian debian-rules-uses-supported-python-versions-without-python-all-build-depends false positive

lintian emits
debian-rules-uses-supported-python-versions-without-python-all-build-depends
for cracklib2. The tag description says that one should depend on
python3-all for using py3versions. cracklib2 build depends on
python3-all-dev, which depends on python3-all. I think that assuming
this dependency is a reasonable expectation. A dependency on
python3-all-dev should also be sufficient for using py3versions. lintian
should not be emitting a warning here.

Helmut
