Bug#645455: Warn about packages in section debug with priority other than extra

The "debug" section contains debugging symbols, which should always have
priority extra. Policy specifically mentions them in the description of
priority extra.
Please consider warning about any packages in section "debug" with any
priority higher than "extra".
