Is the "Simple Library Usage License" DFSG-free?

Dear list members,

I am working on packaging a library for Debian. The library uses the
"Simple Library Usage License" [1]. The license is based on the
"wxWindows Library Licence" [2]. But there are differences in the
"exception notice" (point 2).

Is the license DFSG-free?
