The license you quoted seems to be identical to the so-called "Sleepycat
Software Product License", apart from a "BY SLEEPYCAT SOFTWARE" cut out.
It even mentions SLEEPYCAT SOFTWARE in the disclaimer.

Please note that this license covers some packages already in main: for
instance <http://packages.debian.org/libdb4.4>.
Hence, if we conclude that there are some issues with the license in
question, those same issues seem to affect other packages already in
main: I think this license is worth a careful review...
