They may be software. No-one claims that "manuals == software" and I am tired of FDL proponents arguing against that point that nobody made.

The DFSG very clearly treats "software" and "programs" as
synonymous.

The (headline) DFSG themselves do not, but the explanations use programs as examples.

It is curious to note that the social contract only mentions distributing non-free software programs, not non-free software in general.
