Well, it is (part of) a license text; it's a notice which Debian is 
required to distribute for purely legal reasons; so yes, I think is a 
legal notice.  If you'd prefer the removal of the word 'other' so as to 
remove the implication that all license texts are legal notices, feel 
free.
