Yes, the location is transitional.
The final location for these pages will be on
http://i18n.debian.net/debian-l10n/

I think these pages can cohabit with the web site pages
(http://www.debian.org/international/l10n/)
The intent of these pages is "who is working on what?".
The intent of the Debian web pages is "What is the status of the
po-debconf translation for a team?"

I will prepare a proposal for http://www.debian.org/international/l10n/
pages so that teams using robots can have a page similar to Mathias
Klein's page for the German team
